On October 28-29, the third meeting of national security and foreign policy advisors on the implementation of the "Formula of Peace" by President Volodymyr Zelensky and leaders of the Global South countries took place in Malta.
This meeting was a logical continuation of recent meetings and consultations between representatives of Ukraine and partner states in the corresponding format in Copenhagen (Denmark) on June 24, 2023, and in Jeddah (Saudi Arabia) on August 5, 2023.
The forum brought together a wide representation - 66 countries and international organizations. Delegations from South Africa, Brazil, and India (representatives of the BRICS bloc), as well as the United States, EU, UK, and Turkey, participated in the meeting. Every third country participating in the Malta meeting was a Global South country. Compared to previous summits, the number of participating countries increased from 15 (in negotiations in Copenhagen) and 42 (in Jeddah) to 66 states and international organizations in Malta. The summit had an equal representation of Global South and Western states, clearly indicating the success of the Ukrainian strategy in promoting the Ukrainian Formula of Peace.
The third meeting of national security advisors and foreign policy advisors on the key principles of the Ukrainian Formula of Peace was focused on five key points of the "Formula of Peace": "Nuclear and Radiological Security," "Food Security," "Energy Security," "Release of all prisoners and deported persons," and "Restoration of Ukraine's territorial integrity and world order." One of the discussed proposals was also Canada's idea to create an international coalition that would contribute to the return to Ukraine of children forcibly deported to Russian territory. The "Formula of Peace" is not only about Ukraine but also about the return of peace to security and the supremacy of international law.
At the Malta meeting, it was possible for the first time to adopt a document in which the intention to convene a Global Summit at the level of leaders of participating countries in the "Formula of Peace" is confirmed, where the approval of all provisions of the Ukrainian Formula of Peace by state leaders is expected. The global summit announced by Zelensky will likely be about the results of the three previous forums. Key issues of the "Formula of Peace" will no longer be discussed at the global summit - the formula itself will be presented and supported there.
The meeting in Malta demonstrated broad support for Ukraine from world countries even against the backdrop of events in the Middle East and debunked the Russian myth about Ukraine's loss of support from the Global South. The continual growth in the number of participants in this format indicates the strengthening international support for the principles on which the Ukrainian Formula of Peace is based to achieve a sustainable, just, and comprehensive peace. Thanks to the "Formula of Peace," peace is on the agenda set by Ukraine. This is unequivocally the success of the Ukrainian "Formula of Peace" strategy and evidence of interest in how it is presented and formulated. It is not only about establishing peace in Ukraine, ending the ongoing war but also about returning to order, security in the world. This is truly a demonstration that the world is interested in justice and Ukraine's victory.
Achieving such peace for Ukraine would be a significant contribution to strengthening international peace and security. Peace must be based on the principles of the UN Charter, respect for Ukraine's sovereignty and territorial integrity, in accordance with UN General Assembly resolutions and international law.
